How To Do It

Use the following framework to decide on evaluation questions. Begin by listing all performance objectives, logic model assumptions, and stakeholder questions in column 2. In column 3, list all important evaluation questions that relate to each item listed in column 2.

Remember that you are dealing with communication issues during an emergency. You need to consider issues unique to emergency situations as you fill out this framework, such as immediate life or death decisions people need to make. The evaluation questions should include language and issues relevant to the emergency nature of the situation, as appropriate.

The nature of the evaluation questions listed in column 3 determines the type of evaluation that you will conduct. There are at least 8 different types of evaluation that can be considered. These different types of evaluation can be carried out either before your communication activities are fully implemented (the formative phase of evaluation) or after full implementation (the summative evaluation phase).
