Message from the Oak Ridge Office Manager

Welcome and thank you for participating in this vitally important training session.      I would like to take just a few minutes before you begin to discuss my expectations for you as a Qualifying Official in the Technical Qualification Program (TQP). 

I believe the TQP is an essential program that allows us to successfully accomplish our mission. Not only does TQP ensure that we have the proper technical skills and knowledge to carry out our mission successfully, it also demonstrates to our stakeholders—whether that be the DOE Headquarters, other DOE sites, including those supporting through the Integrated Support Center, the State of Tennessee, or the public—that we are competent in what we do and how we do it. 

This is particularly crucial in our oversight of the contractors here in Oak Ridge. We have to ensure that their work is done safely and complies with all DOE directives and regulations. This is no small task, but one we must ensure is done correctly.

As important as the TQP is, more important is your role as a Qualifying Official—the quality and rigor of the TQP is dependent upon you. When you evaluate someone to determine whether he or she has acquired a particular skill set and knowledge, you are stating that this person is qualified. 

Not everyone will qualify TQP participants in the same manner—some may conduct an oral exam or walkthrough, while others may administer a written examination—but regardless of the process you use, the end result must provide the evidence and a measure of consistency in how ORO qualifies TQP participants.

This training will describe the general process that will be used in qualifying TQP participants in Oak Ridge and for the Office of Science sites supported in our Integrated Support Center. Thank you for supporting this important effort and for the work you do for the Department every day.
