S&S Awareness Policy Panel

Safeguards and Security Awareness Policy Panel

Background

In 1994 the Safeguards and Security Awareness Quality Panel (SSAQP) was formed by the DOE Office of Safeguards and Security (OSS) to review issues relevant to S&S Awareness.  The SSAQP was one of several S&S program panels in a DOE-wide system of quality panels. The SASIG Steering Committee members formed the core of the SSAQP.  Members were encouraged to secure input from others at their sites so DOE could draft the best possible policies.

The quality panels have since been replaced by policy panels that have a similar on-going mission, but are less formal.  On December 3, 2007, guidance for the new policy panels was set forth in a memo from the DOE, Chief, Health, Safety and Security Officer, Glenn Podonsky.  The memo states that the new policy panels will:

• Improve Safeguards and Security policy interfaces;
• Identify policy issues;
• Obtain early input on new policy initiatives;
• Support special issue working groups; and
• Enhance communication among security policy makers, Headquarters program offices, and field organizations, both Federal and contractor.

The Safeguards and Security Policy Panel (SSAPP) was established as one of the seven new HSS policy panels.
