Draft DOE N 110.3A Conference Management (06/02/99) OBJECTIVES. To establish requirements and responsibilities with respect to managing conferences sponsored by the Department of Energy (DOE) or by DOE contractors (when using funds that will be reimbursed by DOE) and with respect to attendance by DOE and DOE contractor employees. To reduce conference costs to the minimum amount that will permit good management practices and effective mission accomplishment; ensure that the appropriate number of DOE and DOE contractor employees attend conferences; and clarify the requirements for funding conferences in compliance with existing laws and regulations.

DOE G 120.1-5 Guidelines for Performance Measurement (06/01/96) This document helps DOE Federal and contractor employees understand, develop, use, and improve performance measurement in a coordinated manner. This is the first DOE complex-wide guidance in this area. The document will contribute to your understanding of what is required by law, how you can meet those statutory requirements, and thereby demonstrate the effectiveness of your organization to Congress and the public.

DOE O 210.1 Chg. 2 Performance Indicators and Analysis of Operations Information   (05/01/96) OBJECTIVES. To identify, monitor, and analyze data that measures the Environment, Safety and Health (ES&H) performance of facilities, programs, and organizations. These data are to be used to demonstrate improving or deteriorating performance relative to identified goals and, in conjunction with a program to analyze and correlate data, as a means to suggest further improvement through the identification of good practices and lessons learned.

DOE O 224.1 Contractor Performance-Based Business Management Process (04/08/99) OBJECTIVES. (a.) To improve performance of Department of Energy (DOE) and contractor elements in business management functions (Attachment 1) through a performance-based process. (b.) To institutionalize a business management system that encourages and rewards excellence, continuous improvement, and timely communication. (c. )To effect a level of communication, partnership, and trust that minimizes the Department's need for conducting on-site reviews of Field Element and contractor business management functions. (d.) To establish performance objectives, measures, and expectations that align with and achieve the Department's strategic objectives; drive cost-effective performance improvement, focus on performance results, and maintain appropriate internal controls and compliance; when possible, are objectively measurable, thereby allowing meaningful trend and rate of change analysis; and encourage benchmarking initiatives as a means of incorporating industry business standards that are meaningful, appropriate, and consistent with DOE requirements. (e.) Minimize business management oversight reviews of Field Elements and contractors and associated costs while maintaining appropriate oversight.

DOE 232.1A Occurrence Reporting and Processing of Operations Information (07/21/97) OBJECTIVES. It is Department of Energy (DOE) policy to ensure that the Office of the Secretary and both DOE and DOE contractor line management are kept fully informed on a timely basis of events that could adversely affect national security or the safeguards and security interests of DOE; the health and safety of the public or the workers; the environment; the intended purpose of DOE facilities; or the credibility of the Department. This information is analyzed for generic implications and for opportunities to improve operations. See also:

  • DOE M 232.1-1A (07/21/97) This Manual provides detailed requirements to supplement DOE O 232.1A, OCCURRENCE REPORTING AND PROCESSING OF OPERATIONS INFORMATION. This Manual is approved for use by all DOE Elements and their contractors.

DOE O 330.1A Employee Performance Management System OBJECTIVE. To establish requirements and responsibilities for employee performance appraisals, performance-related awards, and other forms of employee recognition. This Order covers most employees at grades GS-15 and below (see the exclusions in Paragraph 3c).

DOE O 414.1 Quality Assurance (11/24/98) OBJECTIVES. To establish an effective management system (i.e., quality assurance programs) using the performance requirements of this Order, coupled with technical standards where appropriate, that ensure the following: (a.) Senior management provides planning, organization, direction, control, and support to achieve DOE objectives. (b.) Line organizations achieve and maintain quality. (c.) Line organizations minimize environmental, safety, and health risks and impacts while maximizing reliability and performance. (d.) Line organizations have a basic management system in place supporting this Order that is consistent with the principles and functions of DOE P 450.4, SAFETY MANAGEMENT SYSTEM POLICY. (e.) Each DOE element reviews, evaluates, and improves its overall performance and that of their contractors using a rigorous assessment process based upon an approved Quality Assurance Program [see 48 CFR 970.1001(d)]. DOE 430.1A Life Cycle Asset Management (10/14/98) OBJECTIVES. The Department of Energy (DOE), in partnership with its contractors, shall plan, acquire, operate, maintain, and dispose of physical assets as valuable national resources. The management of physical assets from acquisition through operations and disposition shall be integrated and seamless process linking the various life cycle phases. Stewardship of these physical assets shall be accomplished in a safe and cost-effective manner to meet the DOE mission, and to ensure protection of workers, the public, and the environment. This shall incorporate industry standards, a graded approach, and performance objectives.

DOE P 450.4 Safety Management System Policy (10/15/96) PURPOSE AND SCOPE: Safety Management Systems provide a formal, organized process whereby people plan, perform,assess, and improve the safe conduct of work. The Safety Management System is institutionalized through Department of Energy (DOE) directives and contracts to establish the Department-wide safety management objective, guiding principles, and functions. The system encompasses all levels of activities and documentation related to safety management throughout the DOE complex. The objective of this policy is achieved by other means for Naval Reactors (Naval Nuclear Propulsion Program).Throughout this policy statement, the term safety is used synonymously with environment, safety and health (ES&H) to encompass protection of the public, the workers, and the environment.
