Participants will be given the initial situation faced by Kentucky and will work in groups to identify strategies for working with partners to implement a systems change to address the issue. At the end of the exercise, participants will have an opportunity to compare their strategies to those actually implemented by Kentucky to achieve improvement in systems of stroke care through building partner capacity.
