What are exercise objectives?
Answer: The success of emergency exercises is largely dependent on the quality of the stated objectives. They provide a basis for developing a meaningful and challenging scenario, as well as a gauge to measure exercise performance. Considerations in developing exercise objectives should include the following:
Exercise objectives should be fully and carefully developed for all organizations prior to the start of scenario development.
Each exercise objective should clearly state what is to be demonstrated by the responders. The following factors should be considered:
Is the objective clearly stated? The objective should be specific, focused on the performance to be demonstrated, and interpreted in the same manner by all participants.
Is the objective measurable? The performance addressed by the objective should have observable and measurable indicators; specific evaluation criteria should be developed by which to measure performance.
The primary source of exercise objectives is the participating organization’s emergency plans and procedures. Other sources may include job-task analyses or performance-based indicators used to develop the organizational response structure, requirements, or training.

Can I add an exercise participant to this list?
Answer: No, not from this window. The list of participants in this window are a result of what you selected or entered in Step 1 – Site Information and then selected in Step 2 – Scope for this specific exercise.
If you have discovered that an exercise participant is not listed, go to Step 1 – Site Information and add that participant to your site information. Then go to Step 2 – Scopeand select that participant. If the participant is already in your site information, then just to go Step 2 – Scope and select the participant. After you have included the participants in your scope, you will be able to access and customize their exercise objectives.

What is an objective ID?
Answer: The objective ID is the combination of a two or three letter participant abbreviation and a system generated sequence number. When adding a new objective for a participant, the system will assign the next available sequence number in the participant’s objective list.

What is a response step and how is it used?
Answer: Response steps are the actions the exercise participant is expected to take to complete the exercise objective. Each objective must have at least one response step. The response steps also become action items in the Master Scenario Event List (MSEL).

Can I copy an objective from one participant to another participant?
Answer: Yes. Click on Edit and go to Objectives then Add New and then click on Copy Existing Objective. The Copy Existing Objective window will be displayed. Click the Help button on that window for detail instruction on how to copy an objective from one participant to another participant.
