DOE Emergency Management (EM) recently issued the Top-to-Bottom Review of the Environmental Management Program dated February 4, 2002.  The overall observation is that the EM program’s major emphasis is on managing risk rather than actually reducing risk to workers, the public, and the environment. Site Specific Advisory Boards and Citizen Advisory Boards are established at numerous DOE sites and contribute in various ways to monitoring progress in and providing inputs into the progress of EM activities at their sites. Energy Communities Alliance (ECA) is an organization of local governments that are adjacent to or impacted by Department of Energy activities. ECA's mission is to bring together local government officials in Department of Energy-impacted communities to share information, establish policy positions, and advocate community interests.
