• NUREG-1757, Vol. 1, Rev. 1. Consolidated NMSS Decommissioning Guidance - Decommissioning Process for Materials Licensees; September 2003. Volume 1 helps to identify the information (subject matter and level of detail) needed to terminate a license by considering the specific circumstances of the wide range of radioactive materials users licensed by NRC.

• NUREG-1757, Vol. 2. Consolidated NMSS Decommissioning Guidance - Characterization, Survey, and Determination of Radiological Criteria; September 2003. Volume 2 provides guidance on compliance with the radiological criteria for license termination. Specifically, Volume 2 provides guidance relevant to demonstrating compliance with 10 CFR Part 20, Subpart E.

• NUREG-1757, Vol. 3. Consolidated NMSS Decommissioning Guidance - Financial Assurance, Recordkeeping, and Timeliness; September 2003. Volume 3 provides guidance on the technical aspects of compliance related to timeliness of decommissioning, financial assurance, and recordkeeping requirements.

• NUREG-1700, Revision 1. Standard Review Plan for Evaluating Nuclear Power Reactor License Termination Plans; April 2003.

• Memorandum of Understanding Between the Environmental Protection Agency and The Nuclear Regulatory Commission. This memorandum establishes a basic framework for the relationship of the agencies in the radiological decommissioning and decontamination of NRC-licensed sites. It continues a basic policy of EPA deferral to NRC decision-making in the decommissioning of NRC-licensed sites except in certain circumstances.
  • FY2003 House Appropriations Committee Report 107-740 expresses concern that the October 2002 EPA/NRC MOU does not completely eliminate threat of dual regulation. [refer to p. 108 of report].
  • Organization of Agreement States letter dated October 31, 2002 is concerned that EPA/NRC MOU does not apply to NRC Agreement States, and that will result in a "non-uniform approach to decommissioning across the country.

• External Regulation of the Department of Energy Act (H.R. 5275). The 107th CONGRESS introduced the following bill, H. R. 5275, on July 26, 2002, To provide for the external regulation of nuclear safety and occupational safety and health at nonmilitary energy laboratories owned or operated by the Department of Energy.
